For approx. 15 years ago I found a brief note in an old Official Journal, which referred to a cooperation between the EC, as it was once, and the Middle East, called "The European Arab Dialogue". The memorandum made the reader aware that the immigration, now well under way in Europe, was part of an agreement signed in 1970 between the EC and the Arab countries of safe oil supplies in exchange for access to Europe for Middle East workers and support for dissemination knowledge of Islamic culture and customs in Europe.
Later included in the ongoing dialogue that I came up a bit on Europe's desire for expansion of the European market to the Middle East, which also meant that Europe undertook to meet immigrants' cultural, religious and social demands.
Here it would be appropriate to add a little detail to the story.
